A high place usually being the top of a mountain. <br /><br />You've no doubt read of Israel and Judah performing sacrifices to Baal in high places. <br /><br />As for Nimrod and Babylon, his nation lived on a river plain and didn't have a mountain within easy reach. The next best solution was to build their own mountain/high place/tower. <br /><br />It's kind of a double hubris. Not only do they want access to spirits opposed to God but they built their own mountain to do it. <br /><br />Building an impossibly tall tower in order to reach outside the atmosphere of earth was not the goal. The english translation makes us moderns think that way but that's not what was going on. <br /><br />Nimrod and the people he ruled wanted to pierce the veil between this world and the spirit world. The tower only needed to be high enough to help with that goal and no higher. <br /><br />They were in effect building a gate. The problem was that a gate works both ways. It would allow man access to the heavenlies but also the spirits access to earth. <br /><br />From reading about ancient mesopotamian civilizations you find that the king many times is also the high priest or even at certain times the avatar on earth of the god of the city. Think full blown demonic possession and you get the idea.<br /><br />My opinion; If Nimrod had been allowed to follow through with the full plan of his heart then since all of mankind lived within his realm it is not outside conjecture that mankind could have been snuffed out completely within one or two more generations.
